Missing toolbar in vista

Now, all of a sudden, I went on line and there is no toolbar. How can I restore it? Click the menu button and choose Customize. Click the green Exit Custostomize button. When you are in Full Screen mode, hover the mouse to the top of the screen to make the Navigation Toolbar and Tab bar appear.

Of course that framework is installed as it is part of Vista and you can't remove it, see it in control panel, or reinstall it. My applications are targeted at the framework and have no problems. So I figured my development machine is probably out of date.
I go to Windows Update and it says there are no updates available. Strange, should be some at least. I find that there are some and I try to download individual KB hotfixes. None will install "update does not apply to your system".
I searched all over for fixes, tried a bunch of different stuff. Finally decided to use an incident through MSDN. All day Monday on the phone with Microsft techs logged into my PC Live assist did not work under Vista 64, I had to remote desktop in from a XP machine and then connect to their website. I got elevated to tier 2, they called me back later that night.
Another couple of hours on the phone. To their credit, they did get me a Windows Update Agent download that restored my ability to get to Windows update. I had about 24 critical. Now getting somewhere. I updated Mb worth. At the end, I had to reboot. BSOD usbhub. Safe mode does the same. Last known does the same. Now it just reboots. The system restore point that I created right before the update is gone. Tuesday, back on the phone with Microsoft. All day.
